Paul Mackay is responsible for employment and labour relations policy in BusinessNZ.

He has extensive high-level experience in the fields of labour market policy, employment law, strategic planning, change management, human resources and industrial relations in government, state owned enterprise and the private sector. Prior to this current role, he had a range of roles in the energy sector, change management at Ernst & Young and General Manager Employment Relations at Carter Holt Harvey. He was extensively involved in the post-1980 reforms in education, the environmental sector and the public service. Since joining Business New Zealand in 2006, Paul has, on a number of a occasions, represented New Zealand employers at the International Labour Organisation (ILO), as well as acting as spokesperson for the International Organisation of Employers (IOE) on topics as diverse as decent work and climate change.
