Executive Coordinator of the UN Multi-Partner Trust Fund Office

Ms. Jennifer Topping (Canada) is the Executive Coordinator of the UN Multi-Partner Trust Fund Office as of August 2015. Hosted by UNDP, the Multi-Partner Trust Fund Office (MPTFO) is the UN center of expertise on pooled financing mechanisms. It supports UN coherence and reform through the efficient and transparent design and administration of innovative and pooled financing mechanisms, working across all of the UN System and with a wide range of non-UN partners. It also provides advisory services on fund operations to UN and national entities. As the trustee of over 100 UN and national multi-donor Trust Funds and joint programmes, more than 118 contributors, and 53 participating organizations operating in 107 countries, the MPTF Office has administered over $11 billion since its establishment in 2006.  Substantively, the Trust Funds administered by the MPTFO address multifaceted issues, ranging from humanitarian crises, peacebuilding, recovery, development and environment/climate change. 

Prior to this assignment, from 2011 to July 2015, Jennifer served as the UN Resident Coordinator and UNDP Resident Representative in Mozambique, leading a UN Country Team of 22 Agencies Delivering as One in support of a $600 million UNDAF programme in the country.  From 2004-2010 she held the position of Director of Resource Mobilization at UNDP Headquarters in New York.  Jennifer was Senior Policy Advisor in the Democratic Governance Group of UNDP’s Bureau for Development Policy leading corporate policy work on democratic institutions from 2000-2004. In her other field based assignments, Jennifer served as UNDP Assistant Resident Representative in Bangladesh from 1990-1995 and in Mozambique from 1995-2000, both times with a leadership role in UNDP’s work in democratization and governance.  She began her career with UNCDF as Programme Officer in Aden, Yemen from 1988-1990. Jennifer holds an MA and BA in International Studies and Political Science from the University of British Columbia, Canada.  She is married with three children.
